Sodium PCA is a natural moisturising factor salt and one of the most hygroscopic humectants used in cosmetics; it binds water in the stratum corneum on contact, so the capacitance reading moves in the first hour. That is the whole of the defensible claim. I could not identify a published time course for sodium PCA on its own -- it is used at 1-5% almost always alongside glycerin and other humectants -- so nothing durable or multi-week should be attached to it.
No time-course publication identified for sodium PCA alone. NMF composition and hygroscopicity are documented in stratum corneum biochemistry literature.
