strong evidenceEU committee review of the manufacturer's dossier cleared DHHB for cosmetic use up to 10% (SCCP/1166/08, now Annex VI entry 28), with measured skin absorption of 0.04% on average and 0.15% at most — dermal use only, inhalation from sprays was never assessed. No body has assessed it as safe in pregnancy; the file contains a rat oral developmental study showing no birth defects up to the highest dose, which is not the same thing. In 2025 the SCCS capped the reprotoxic contaminant di-n-hexyl phthalate at 260 ppm in DHHB, targeting 1 ppm, after German testing found it in 21 of 40 DHHB sunscreens sampled.

Measured on: UV attenuation by the applied film — UVA1 protection, contributing to measured UVA-PF.

Diethylamino hydroxybenzoyl hexyl benzoate is cleared under EU Annex VI (entry 28) to 10% following SCCP/1166/08, with dermal absorption measured at 0.04% on average; protection is present as soon as the film forms, per the standard 15-30 minute pre-irradiation drying in SPF/UVA-PF methodology. It is not a US-approved filter. The 2025 SCCS restriction on the di-n-hexyl phthalate contaminant is a purity issue, not a timing one, and does not affect this row.
